Technically, Windows Mobile 6.5 is still proprietary software owned by Microsoft. However, Microsoft no longer hosts or supports these files. For nostalgia: Yes. There is a tactile, raw charm to Windows Mobile 6.5. It feels like a mini desktop PC from 2005. Playing solitaire with a stylus on an HTC HD2 is a unique time capsule.

For development: Rarely. Unless you are maintaining a legacy warehouse scanner (many old industrial PDAs run Windows CE/6.5), there is no practical reason to boot it.
