Some retro archivists create hybrid CDs that boot to DOS, then automatically launch the Windows 3.1 setup. WinWorldPC (an abandonware museum) hosts "Bootable DOS CDs with Win3.1." These are technically two operating systems on one disc.
Search on Archive.org for "Windows 3.1 bootable CD". You will find user-created ISOs that include FreeDOS + Windows 3.1. These are ready to burn to a CD or mount in a virtual machine. They boot directly to a menu: "Boot FreeDOS" or "Install Windows 3.1". windows 3.1 bootable iso download

To make your ISO boot directly into Windows 3.1, edit C:\AUTOEXEC.BAT and add: windows 3.1 bootable iso download
