Animal welfare is a human-centered, utilitarian approach that accepts the use of animals by humans, provided that their suffering is minimized. The core principle is that animals are sentient beings (capable of feeling pain, pleasure, fear, and distress) and therefore have a moral interest in avoiding suffering. However, welfare does not necessarily grant animals a right to life or freedom.

The "Five Freedoms," first defined by the UK's Brambell Report in 1965, remain the gold standard for welfare assessment:

Despite these wins, critics argue that welfare is fundamentally compromised. Animal law professor Gary Francione calls the welfare approach a "moral dead end." Why? Because welfare regulations often legitimize inherently exploitative systems. A "free-range" chicken is still a chicken whose neck will be slit at a fraction of its natural lifespan. A "humanely raised" cow is still separated from its calf shortly after birth to maximize milk production for humans.

Furthermore, welfare standards are expensive to enforce and easy to circumvent. "Ag-gag" laws in some US states criminalize undercover investigations of farms. The USDA’s organic label, while better than factory farming, still allows the slaughter of healthy animals. Welfare asks industries to be nicer, but it does not challenge the industry’s right to exist.
