If you want streaming music on a modded 3DS, your best bet is 3DSoundCloud, a community-made client for SoundCloud (created by developer RocketRobz). It successfully uses a lightweight TLS library and streams 64kbps audio. While not Spotify, it proves that streaming to the 3DS is viable—and gives hope that someone might one day reverse-engineer Spotify's public API for a similar client.
