The episode ends with the Governor arrested temporarily by imperial envoys who will carry the case to Rome, while a vacuum of power opens in the province. Inside the fort, an old centurion, Marcellus, claims he hears ghosts — whispers at night and the clink of iron where no one stands. Superstition is a useful tool in tense times. Varro, pragmatist and soldier, initially dismisses such tales. But when he discovers subtle signs of a planned uprising — hidden fire pits under supply wagons, carved runes meant to guide warrior bands — he realizes someone is poisoning the frontier.

Rhosyn, acting as intermediary for her people, enters the fort at night to steal documents that might expose land deals. There she meets Lycia, a young Roman clerk who has been tasked with inventorying property grants. Lycia, shy and intelligent, reveals that she’s worried: names on the grants are scratched and added by a hand that doesn’t match official seals. Someone in the governor’s inner circle is fabricating claims.

As Varro and Rhosyn trace the forgeries, a conspiracy unfolds: a syndicate of merchants and local elites, aided by corrupt officers, is orchestrating the gradual theft of tribal land under the guise of lawful transactions. The fort’s whispers were the rumble of collusion. Varro must decide whether to expose this corruption — risking his career — or to use it as bait to root out the deeper conspirators.
