OpenEmu itself is open-source and legal. However:
Recommendation: Own a legitimate copy (e.g., Metal Slug Anthology on PS2) or purchase from the ACA Neo Geo series on modern consoles, then extract the ROM for personal use in OpenEmu.
MS2 suffers from infamous slowdown on original hardware. OpenEmu solves this.
