In some years, two batches join training within the same financial year. The general rule: the older batch (based on the UPSC final result date) retains seniority. Litigation occurs when training delays exceed 6 months.

The IRSS Seniority List is an official, periodically updated roster published by the Establishment Directorate of the Railway Board (under the Ministry of Railways, Government of India). It ranks all confirmed Group ‘A’ IRSS officers in a hierarchical order based on their date of entry into the service, their rank in the Civil Services Examination, and their date of confirmation.
