Commandos 2 uses a hybrid engine:

Unlike fully 3D games where a camera can be repositioned, Commandos 2’s perspective is locked. Standard widescreen hacks that merely modify the resolution string in the registry cause the game to render more pixels horizontally but cut off the top and bottom of the action area.
